OK folks, sorry to poop on the party but I've had to take some action here:

This is not a confirmed bug yet, our best estimate is caused by an update. As such, I've moved the thread away from the bug reports section, leaving an expiring redirect. It will expire in 2 days, but this now lives under support and with good reason. Lots of people are making threads in general and in support to say that it's not working and it's just making a mess of the forum. If it turns out this is actually a bug, we'd all be hugely shocked, I'll personally take a photo of my holding up a signed apology and email it to all your ma's ready for Christmas framing.

Regarding likelihood of this being related to bot detection, just don't even go there. It strikes me that what's happened is they have had to change something because of a vulnerability. Possibly someone was duping items or exploiting something to make free money or experience. God knows how they were doing it, but the only time CIP have slipped in such a change so quietly was when there were very big bugs out there which they didn't want to become public knowledge. Just don't panic. Noone is getting instantly deleted for not looting for a couple hours. People often avoid looting manually to boost exp rate or just because they can't be arsed.

That's not to say we're not working on it, just to say that we cannot call a problem a bug just because CIP didn't "announce" an update. If it were a bug, we would've noticed it a lot sooner because as you can see it's hitting a lot of people including staff.

Excusing the sarcasm of my peers, we simply cannot say. Lucas is hard at work investigating the issue and if the fix is big we'll provide an ETA. For now, we really can't say. Historically, these sorts of things have been fixed within 6 hours of appearing. We're currently at about 3.5 hours since the "alarm was raised".
