I was using Ornate Mace (90lvl weapon) on 10 lvl - everything was fine, 0 problems.
also Heroic Axe (60lvl weapon) on 11 lvl and...everything was okay

So I guess its not so huge difference If you are level 10 or 11, 12 and If you are using 60 or 90 lvl weapon.
