Yes. Framerate limit matters to the bot, you should NOT keep it lower than 30 FPS. If you want to lower the CPU usage use WindAddons.

I never used it, but I think yes you can even set your FPS to 1.

Yes, that's the whole idea behind the tool. When the client is focused you can set it to be at 30FPS and when it is not focused, WindAddons can change it to 1FPS - lowering your CPU usage massively. I do this in most spots even in places like banuta -2-3, goroma ss etc and it never seemed to affect how well the bot is running.
