I noticed that I had 10 reputation and for the life of me can not find the answer as to why.

u start with 10, if u have less then 10 some1 has given u bad rep

Thank you, I tried looking for the answer before I placed it in the hands of the public. Perhaps it should be listed somewhere so new forum users will understand the concept of how it works and proper etiquette for distributing rep.
