I think it just spies 2 levels up/down when you're below posz 7

This is not a limitation of the LevelSpy, it's a limitation of the client itself.

How do I set a combo of keys to spy up/down? i.e Ctrl + PgUp and Ctrl + PgDwn

You can still level spy to check most of them from insde levers.
