No, it's not a bug.

After WindBot 2.3.3,
The game client will now get focused if the bot needs to use a context menu (i.e.: 'Browse Field') and the client is minimized
You can still leave it on background, but don't minimize it.

If you wanna minimize, just use Wind Client Addons.
