I paid @Kevzon 16$ for 500 TC on PayPal.
I asked him about the details he told me to pay first and told me what options to choose i did what he asked me, at first he wanted to send the money as a gift but that wasn't available in my country so he told me about the alternative to send it as payment i did everything he asked

and after the money was sent he stopped answering or replaying
he didn't send me anything
i didn't report him on PayPal yet trying to give him a chance to come true and send the coins
what made me very annoyed was the non replay part from him .. if there is a problem he should tell me i won't send the money because of it but no he didn't replay to any of my messages .. he is online now on the forum and he still won't replay to my messages here or on skype

I will give him last chance to send the coins

and i have evidence of his scam including skype chat and the character's coins' transfer history which is empty which indicate that he hasn't send anything
the evidence include my character's name so i rather send it to one of the mods on private message but i don't mind putting it in public for everyone to see

When i searched his name on the forum i found that he also did the same thing with another user and he wanted him to send the money as a gift otherwise he refused to send him the coins

Since it is not gifted option just charge money back, give all proofs from skype or whatever and you will get money back :P

Well, I wanted to give him one last chance in case he has a problem that keeps him from paying the coins and to warn people not to deal with him if he didn't come true
