Should be 65~70, cuz if you set 1~70 it'll choose a random number between 1 and 70%.

65% ~ 70% will randomly heal somewhere at 65 to 70%, so it can heal at 69%, and 66%, but below 65% it will heal.

Just see the symbols. It's simple. < equals lower, so it will heal when it's lower, you know what = means, so if it's <= 1~70 it can heal when it's lower or equal to 1, hahahah.
