and this file has information put part of it because this encrypted?

this is probably the "autosave 'settings' " that bot make whenever you login a character using it,
I guess it contains hotkeys and healer saved, configuration about level and vocation, things like this

You can read/write to the dbs with scripts, like keep track of tasks and much more.

Please take a moment to read our documentation, specifically, the database variables and database functions parts.
These files are there to be used by the scripters, and no confidential data is stored.

Just download any SQLite 3 Manager and you will be able to read the values on it.

Just to explain better what the databases are used for:

World Databases: saves player information when you Look (shift+left click) at them. Go to Navigation -> Lists, and you will see all that information. So, whenever you log in to the game, the world database will be reloaded with player info from that specific world.
Player Databases: saves your user options values. Check this thread for more information on how to setup the user options to be saved automatically.
Custom Databases: can be used by Lua Scripts to save any kind of information. Check this for more information.

Player Databases and World Databases can also be used by Lua Scripts to store some information.
