Okay maybe a little update.
I'm busing writing an algorithm that can solve the puzzle. Right now I''ve nearly finished step 1.

In the screenshot you can see I've taken this problem outside the windbot/tibia client area, simply because randomizing a puzzle and then trying to solve it takes way too long.
This is about the average solving for step 1, you can look at the matrix A to see what step 1 looks like (creating a 3x3 with the same colour in a corner).
One try is equal to stepping on a plate one time, so it takes, on average, around 50 tile pushes to get a 3x3 in a corner.
If I solve the puzzle manually I can do that way faster, but it is very hard to code the way I think, so I'm sticking to ground rules and 'easier' to setup rules.
