You can use Windbot to send messages to players, but you gotta get names using external app.

What can this external application be? You can write short instructions how to set it? I will be very grateful.

I found something like that:

Blackd VIP - (Blackd VIP can check who is online in your world, who is online from a guild, and the best: who is online from your custom list of players ( a simple notepad txt file )
Simple but powerfull. Test it and you will like it)

You need to have names in .txt file in windbot/files folder. You need some program to save it there (once per 15 minutes). Or you can paste them manualy (from time to time). If blackd vip does it, perfect. If not, its pretty easy to do for any programmer.

Blackd vip have this option, i have names in txt file in winbot/files forder. What to do next? Where to set the message content?
