If you don't have access to better places, you can try: Oramond SOUTH or Oramond NORTH-EAST (with sds), Muggy Plains Hardcore with avalanches, Vandura Wyrm Cave (with sds), Yalahar Quaras, Lower Rathleton, Whole Okolnir (with sds).

Okolnir Frost Dragons with SD
POI Dragon Lords with SD

POI with avalanche or Edron Heroes but take dwarven set full and use prismatic/gill necklaces (if you're rich) or protection amulets and you will be fine. You'll be taking about 1.1kk/phr and I stay there with my EDs from 170-270 then go Walls Navigation or Lizard City.
