Does the monthly delete occur at the first day of the month (or the rate of delete is higher at this day), or Cipsfot just announces how many accounts were deleted? In other words, should i be more concerned at the day one?

They just announce how many accounts were deleted at the month's duration. Nothing to worry about

they say accounts but they mean characters in total, e.g. 1 acc = 10 char = 10 acc deleted
each minute there occure suspension of players acc, on first days of month there is announcement how many chars were suspended during last weeks
