Because it was sold to me as most acc's around
Not sure what you mean by bad moved from "buyer" side, scamm report works for both sides, so if you safely sold account, and for example payment end's up under chargeback, could also upload proofs and ban seller, tho, thats just a forum account that is kinda dead this days,
better to take legal action in rl in both ways

i deposit him via paypal 1170 USD and he thinks I'll cancel the transaction, but unfortunately I can not do that and he gave me false passwords and confirmation keys and blocked me from all sides

And how did you paid? from your paypal balance/ wire bank transfer/ debit card or credit card throw paypal?
