If player has x hppc cast spell

Hi Guys has any1 got a persistent that character will cast a spell like "exevo gran mas flam" when a other player has got 30% of hp left. ?

Got something more advanced.
1. Calculates true hp of the target or followed character ( not % but real healthpoints)
2. Calculates Your minimal or average dmg from UE (based on real formulas, can be different on OTS)
3. Uses best possible spell when is 100% sure that it will kill the target

I have tested it on many OTS like Hexera and it works like a charm
